Context “Het organiseren van een kwalitatieve, toegankelijke en betaalbare gezondheidszorg voor iedereen”
Roemenië wordt geconfronteerd met ernstige gezondheidsproblemen waarop de gezondheidszorg geen antwoord lijkt te bieden. Roemenië scoort slecht op gezondheidsindicatoren zoals hoge sterfelijkheid en overlijden door tuberculose, hepatitis B en C, baarmoederhalskanker, kindersterfte. Dit zorgt ervoor dat de gezonde levensverwachting erg laag is in Roemenië, in vergelijking met andere Europese landen.
Daarnaast zijn burgers uit rurale gemeenschappen zijn nog meer benadeeld dan de stedelijke populatie. Ze hebben minder toegang tot basisgezondheidszorg, minder mensen zijn verzekerd en hun gezondheid is er over het algemeen ook slechter aan toe dan bij de burgers in de steden. Gezondheidsvoorzieningen en sociale bijstandsverlening zijn in het
algemeen zwaar onderontwikkeld. Niets doen betekent een enorme bedreiging voor de gezondheid van de burgers in rurale gemeenschappen in het algemeen en voor de chronische patiënten
in het bijzonder. Dit zal automatisch leiden tot meer kosten, zowel voor het individu als voor de gemeenschap.

Context “Versterking van lokaal bestuur via intermediaire structuren”
In de laatste jaren zagen we een groeiend wantrouwen tegenover de instituties, administraties en tegenover politiek in het algemeen. Daarnaast groeit de vraag naar decentralisering van bevoegdheden, waarbij het besluitvormingsproces zich meer en meer verplaatst naar kleinere, lokale groepen. Het subsidiariteitsbeginsel wint aan belang. In deze context herpositioneren meer en meer intermediaire structuren zich, om hun stem te laten horen in het publieke debat. Het is duidelijk dat deelnemen aan verkiezingen een belangrijk onderdeel vormt in publieke participatie. Maar is het voldoende? Of hoe kunnen (lokale) autoriteiten de betrokkenheid van burgers uitbreiden doorheen het beleidsproces? Met de voordelen van gedecentraliseerde samenwerking in het achterhoofd, zullen we voorbeelden bespreken over bestande en inspirerende projecten die de interactie met middenveldorganisaties bevorderen. Deze werkwinkel heeft tot doel om lokale overheidsfunctionarissen, het maatschappelijk middenveld en informele groeperingen samen te brengen om het gemeenschappelijk realiseren van lokale verandering te bevorderen. De presentaties bespreken de verschillende stappen van het opbouwen van een lokale gemeenschap over het beïnvloeden van de gemeenschap naar het beïnvloeden van het beleid.

Context “Sociale investeringen door sociale economie”
Het centrale thema van deze workshop is de sociale economie, een belangrijk thema in zowel België, Roemenië als de Europese Unie. Onlangs nog vonden wetgevende initiatieven en (re)organisatie van het werkveld plaats in Roemenië. In een tijd van budgettaire beperkingen, speelt de sociale economie een belangrijke rol in het bewaren van een evenwicht tussen het stimuleren van economische groei en sociale investeringen. Onder sociale economie verstaan we organisaties die als hoofddoel een maatschappelijk of sociale doelstelling hebben, maar om dit doel te bereiken, een economische activiteit verrichten. Het maatschappelijk belang dienen is dus primair tegenover het nastreven van winst.
Zulke organisaties bevinden zich dicht bij de mensen en zijn zich zeer bewust van de behoeften, zorgen en wensen. Sociale economie biedt daarom veel mogelijkheden voor gedecentraliseerde samenwerking. Een eerste oriënterend gesprek tussen actoren uit België en Roemenië vond plaats tijdens de Belgische week in Boekarest (april 2015). De deelnemers aan deze bijeenkomst, formuleerden de wens op een meer diepgaande samenwerking op dit vlak. Deze werkwinkel zal dus ook verschillende mogelijkheden onderzoeken tot diepere samenwerking in de toekomst.

Context “Het opwaarderen van kleinschalige rurale initiatieven”
Roemenië telt ongeveer 3,9 miljoen landbouwbedrijven, waarvan 74% kleiner dan 2 ha en 18% tussen 2 en 5 ha. Ongeveer 70,4% van deze bedrijven hebben een inkomen van minder dan 2.000 euro per jaar. Deze zelfvoorzienende landbouw mag niet gezien worden als een bedreiging voor voldoende voedselvoorziening. Integendeel: kleinschalige
boerderijen hebben een belangrijke rol in de voedselvoorzieningen van lokale gemeenschappen, zorgen voor lokale werkgelegenheid, het verminderen van de ecologische voetafdruk en het behoud van de traditionele leefwijze. Deze werkwinkel zou van de gelegenheid gebruik willen maken om de voordelen van kleinschalige landbouw te herwaarderen via de stimulering van gedecentraliseerde projecten die werken rond sociale landbouw, zorglandbouw en plattelandstoerisme. Met andere woorden: rurale ontwikkeling in de brede zin van het woord.

F13 – Werkwinkel Brandweer

Context “Voortbouwen op een blijvende samenwerking en opleiding tussen vrijwilligers en professionals”
In Roemenië is de professionele brandweer (ISU) nog steeds een militaire structuur en zijn ze actief in grotere steden. In het verleden hadden vrijwel alle rurale gemeenten ook een vrijwillig brandweercorps (SVSU). In de afgelopen jaren ging er veel aandacht uit van vrijwilligers naar samenwerking rond brandweerwagens en andere ondersteunende diensten. Sommige Belgische comités toonden ook interesse in het opzetten van een vrijwilliger brandweercorps, in samenwerking tussen Belgen en Roemenen. Hierbij is het zeer belangrijk om een ​​goede samenwerking tussen de ISU en SVSU te bewerkstellingen en ervoor te zorgen dat er gemeenschappelijke training plaatsvindt. Op die manier kan het vrijwilligerscorps een belangrijke rol vervullen bij eerste hulp. Er is een grote bereidheid van beide kanten om deze samenwerking verder te ondersteunen, alsmede uitwisseling te organiseren van trainingen tussen België en Roemenië. Bovendien behoort een jumelage tussen Belgische en Roemeense brandweer ook tot de mogelijkheden. Ook preventieve acties kunnen onderwerp zijn van uitwisseling, samenwerking en capaciteitsopbouw tussen beide partners.

Context “Setting up a qualitative, accessible and affordable healthcare for everyone”
Romania faces serious health problems that the healthcare system does not seem to be able to cope with. Poor health indicators such as high morbidity and mortality through tuberculosis, hepatitis B and C, cervical cancer, infant mortality, dramatically dropping of healthy life expectancy place Romania on the last places in Europe with regard to health showing the poor performance of its health system.
In addition, citizens from rural communities are even more disadvantaged than those living in towns with regard to healthcare. They have less access to basic health services, lower insurance coverage and worse health outcomes than the ones living in urban areas. Health and social assistance services at grass roots level are in general severely underdeveloped. Doing nothing represents an enormous threat to the health of citizens in rural communities in general and to the chronic patients living in rural areas in particular. This will automatically lead to more expenses as well for the patients as for the state budget.

Context “Strengthening local governance through intermediary structures”
Last years all over Europe a tendency of a growing distrust in institutes, administrations and politics at all levels can be seen. At the same time there’s a strong demand for decentralization of competences. The decision-making process is going from central institutes to local groups. The principle of subsidiarity gains significance. In this context more and more intermediary structures are developing strategies to have a voice in the public debate. It’s clear that voting is an important aspect in public participation. But is it enough? Or how can (local) authorities stimulate the process from participation to civic engagement? In the spirit of decentralized cooperation existing and inspiring actions dealing with civic engagement through civil society organizations will be exchanged. The workshop will be the starting point to engage local government officials, civil society and informal groupings to facilitate a collaborative community planning process through a multi-stakeholder driven process. Presentations will discuss on the step by step approach from building up a community to influencing the community and finally influencing authorities.

Context “Social investments through social economy”
The central topic of this workshop is social economy, which is an important issue in Belgium, Romania and the European Union. Recently, legislative actions and (re)organization of the domain are taking place. In a time of budgetary austerity, social economy organizations play an important role in keeping the balance between economic and social investments. Social economy is made up of organizations whose economic activity stems from their primary goal to achieve social or societal objectives of general interest rather than generating profit. They are close to the people and aware of their needs, worries and hopes. Social economy has therefore a big potential for decentralized cooperation. A first exploratory meeting between actors from Belgium and Romania was organized in April 2015 by ADR/TON during the Belgian week in Bucharest. The outcome of this meeting was the question to organize a more in depth workshop during the Forum in order to develop common projects and actions.

Context “Upgrading small rural initiatives”
Romania counts around 3.9 million agricultural holdings, of which 74% around smaller than 2 ha and 18% between 2 and 5 ha. Around 70.4% of these farms have an income of less than 2.000 Euro a year. This self-sustaining agriculture doesn’t have to be seen as a threat for sufficient food supply. On the contrary: small scale farms have an important role in providing food to localities and wider families, ensure local employment, reduce the ecological food print and preserve traditional craftsmanship. The workshop would like to take the opportunity to upgrade the virtues of small scale agriculture trough the stimulation of decentralized projects dealing with social farming, care farming and rural tourism. In other words: rural development in the broad sense of the word.

In Romania the professional firefighters (ISU) are still a military structure and situated in bigger cities. In the past, practically all villages had a voluntary firefighters corps (SVSU) as well. The past years lot of firefighting trucks and other firefighting materials have been sent to partner villages and cities in Romania from Belgium out. Some Belgian committees also looked to really set up or activate again the voluntary fire brigades locally. The main idea is to get a good cooperation between ISU and SVSU and a common training lead by ISU. Doing that way, SVSU can be an ideal satellite post for ISU locally in order to start action immediately after alarming. There is a big willingness to further support such cooperation as well with exchange of trainings between Belgium and Romania as with additional interesting materials and utilities. Moreover a twinning between Belgian and Romanian firefighters can be set up. Also preventive actions locally as smoke detectors, evacuation plans schools, etc. should be set up as well as cooperation between firefighters and health centers.
